Update. I just tested nvUltra on a completely clean system and the UP/DOWN shortcuts work perfectly. Now I'll just have to track down the conflict!

Hmm. I'm not using a window manager, but I'll dig around to see if something else is causing a conflict. I'll try running on a different computer with nothing loaded in the background.
