Move Selected Text - Shift Up / Shift Down keyboard problem

The shift up / shift down move selected text keyboard shortcuts (control-command-up/down) do not work on my system. Using these keys just produces the alert "boop" sound.

A previous bug report spoke of conflicting software running on the Mac but if this were the case, I would have thought the key combinations would work as expected in the guest account. They do not.
Interestingly, Ulysses and Bike both use the control-command-up/down key combinations to move lines of text. It seems strange that the shortcuts work as expected in these apps but not in nvUltra. As a workaround, I had to assign control-command-up/down as keyboard navigation app shortcuts for nvUltra myself in the system settings.
The fact that nobody else has flagged this up makes me assume that I must be an edge case but I thought it worth mentioning here anyway, before the app leaves beta.

Ditto. It's stopped working for me as well.

Looks like behaviors changed for arrow keys when specifying them as menu equivalents in one of the macOS updates. Fixed for next release.
