It's definitely more than a few seconds. Lately it seems to be indefinitely, until I reopen the folder.

Your notes will be cross-platform, because they're just text files. I'll let Fletcher answer whether they plan a Windows app, but until then/if they don't, you could use any Windows text or markdow...
