Option to disable outdent when Return is hit on a blank line

Would it be possible to add, to the list of "After Hitting 'return'" settings, an option to disable outdenting when Return is hit on a blank line?

As an example of how this would be useful, when typing an outline containing block elements like this:

*	List item
	
	*	List sub-item
		
		Paragraph in list sub-item

The outdenting behaviour makes it cumbersome to begin the paragraph.
