[BUG] Can't cycle from Quick Start window to Navigator with ⌘`

On first launch, ⌘` focsses the Quick Start window, but pressing again doesn't focus the Navigator, which is hidden behind whatever else I have on the screen.

  Are you sure the Navigator is still present when you switch focus to the welcome message?  There are some instances where it doesn't happen properly, but the navigator window disappears when you switch focus to another window.  To bring it back (and focus it), simply use Cmd-Ctrl-N.
