    Correct.  The preferences menu controls the *default* theme for new windows.  The menu bar controls the active theme for the currently selected window.

    I stumbled across this thread when raising the same bug. I think it's there's a UI issue here. Changing the Default Font in this window changes the current window but changing the theme doesn't. IMO the value of having this "Default theme for new windows" in the preference outweighs the confusion it causes.

    Changing the default theme also immediately changes the theme for windows that use the default theme.  If you have customized the theme for a specific folder, that overrides the default.  If you only use the default theme, then you can use the preferences to change the theme for active windows in addition to newly opened windows.
