REQ: add tool tips?

It'd be handy to provide mouseover tool tips for all the (amazing) checkbox options in Preferences.

  BTW -- are there certain items that would most benefit from this?  Adding unnecessary tooltips for self evident features is probably not beneficial for anyone, so we would like to focus our efforts where they would be most useful.

  I think the "Editing" and "MMD" tabs in Preferences are what I'm thinking of. So many great options, but it's a little overwhelming.

  E.g. the last five boxes under "MultiMarkdown Options" could use some mouseover tips. Like, I'm not sure what "Force 'snippet'" means.

  We've added tooltips over the last few months, and a few more today for the next release.
