You don't need macOS 13, but you do now need macOS 10.13.  At least to the best of my ability to test and understanding, recent updates to the macOS SDK will no longer build with support for 10.12.

10.12 was previously the oldest supported version, but now 10.13 will be the oldest supported version.  Though keep in mind, testing for the older versions comes mainly from users.  I have two machines, and I usually don't upgrade them both to the most recent version of macOS.  So between Brett and I, we can usually directly test in active use on the most recent 2-3 major macOS versions (currently 11, 12, and 13).

In my experience (the experience of others may be different), there are benefits to using updated SDKs in terms of some bug fixes.  (Bugs that I have been unable to resolve "magically" went away with updates in the past, for example).  So I do think it's important to update when necessary.  But when updating to recent versions of Xcode, compiling for 10.12 support was no longer an option.

If someone has a tip that allows 10.12 support while still using latest Xcode version and SDK, we're happy to look at that.
